The procedure for providing state support to the livestock industry has been determined
The Government approved in a new version the Procedure for the use of funds provided in the state budget for state support of livestock development and processing of agricultural products, approved by the Cabinet of Ministers of 07.02.18 № 107.
In “State support of farmers and livestock: the project” we have already considered main directions of state support of the livestock industry for 2020 (on the basis of the draft procedure set out on the official website of the Ministry of Economy). Thus, for the current year, UAH 1 billion has been allocated from the 2020 state budget for this area of state support (UAH 2.5 billion less than last year).
The main administrator of funds under this program is the Ministry of Economy. The managers of lower-level budget funds are structural subdivisions of regional state administrations that ensure the performance of functions related to agro-industrial development.
Recipients of budget funds are business entities – legal entities, regardless of organizational and legal form and form of ownership, and natural persons – entrepreneurs, including family farms engaged in livestock and beekeeping (hereinafter – SG), as well as individuals, which have bee colonies.
The following areas of state support are provided for 2020:
a special budget subsidy for existing bee colonies;
partial reimbursement of the cost of breeding animals purchased for further reproduction, namely heifers, heifers, dairy cows, dairy-meat and meat production areas, pigs and boars, ewes, rams, bright, bee packages, queen bees, bull semen and boars and embryos of cattle that have breeding (genetic) value;
partial reimbursement of the cost of construction and / or reconstruction of livestock farms and complexes, milking parlors, agricultural processing enterprises;
partial compensation for the cost of construction and / or reconstruction of livestock farms and complexes, milking parlors, agricultural processing enterprises in terms of costs financed excluding VAT from bank loans;
partial reimbursement to agricultural producers of the cost of construction and / or reconstruction of grain storage and processing enterprises;
repayment of budget accounts payable registered with the Treasury for the previous budget period.
Resolution of the Cabinet of Ministers of 20.05.20 № 395 came into force on 26.05.20 (“Government Courier” of 26.05.20 № 98).
